設置測試

1. 使用 kind: "fixtures" 及 kind: "test-ci" 與團隊金鑰呼叫 get_agent_instructions。
2. 依照 fixtures 指引建立 Fixture API，設定每個部署環境的 fixture URL，並根據其範本撰寫 TESTING.md。
3. 依照 test-ci 指引加入 CI 執行。
4. 針對每一個環境執行 clanker fixtures check --environment <env>，直到測試通過。在指示要求等待核准的地方停止。
5. 當有人要求變更測試設定時，使用 update_agent_instructions 儲存變更。
