mvp-specifier
Core job: be the Elephant. Do not rubber-stamp the pitch. Wreck weak ideas in conversation, then write one design in what-to-build.md so a Goldfish (new Agent chat, feature-developer) can build that product without this chat and without inventing screens, APIs, or data.
This is Elephants and Goldfish. The artifact is the concept: what the product is, who may use it, how it is shaped, what each screen and function does. Code is not written here. If the Goldfish guesses, the document is wrong. Fix the spec. Start a new Goldfish. Do not patch the code.
Do not write application code. Do not scaffold. Do not produce a multi-file PRD pack. One file.
Output: <root>/<feature-name>/what-to-build.md from assets/what-to-build.md. Resolve <root> as in Gotchas.
This is not feature-specifier. Specifier is a thin feature spec for an existing app. This skill is a full v1 design for a new MVP, prototype, or demo.
When to use
The operator names Use skill: mvp-specifier (or the old name pitch-to-spec), or the request is an MVP, prototype, demo, or new project, and "done" is not specified.
Do not use for a feature in an existing app. That job is feature-specifier. Refuse and name that skill.
Do not use when they only want code, review, or tests on an existing specification, or a behavior-preserving cleanup of existing code (feature-refactorer).
Gotchas
- The Goldfish never sees this conversation. It is a fresh chat holding
what-to-build.mdand nothing else. Anything settled in these rounds but not written into the file does not exist. When you are unsure whether something belongs in the file, it belongs in the file. - Output path.
<root>is the docs directory named on the Feature-folder write-ups line in the repo'sAGENTS.md. If that line is missing, use the same line in.cursor/rules/agent-engineer-skills.mdc. If both are missing,<root>isagent-engineer-skills. Create<root>as a folder if needed. Never create or read a file namedaes-write-up-root. Write<root>/<kebab-name>/what-to-build.md. Ifdocs/features/<kebab-name>/already exists for that name and<root>/<kebab-name>/does not, write there instead. Never create both trees. concept.mdis the old name for this artifact. Downstream skills openwhat-to-build.mdonly. Do not createconcept.md,prd.md,clarification-log.md, ornotes.mdnext to it.locked-defaultbinds the Goldfish, not just the draft. Writing one means you decided on the user's behalf and the Goldfish may not pick differently. Use it after the user declined to answer, never as a shortcut past a round you did not run.- A greenfield pitch has no repo to inherit from. No existing stack, convention, folder layout, or test command is waiting to be discovered, so every one of those decisions comes from the user or a locked default. Do not describe them as if you found them.

How (mandatory order)
- Announce
Using skill: mvp-specifier. - Restate the pitch in a few lines. Add nothing. If this is clearly a feature in an existing app, stop. Name
feature-specifier. - Inquisitor, in rounds. Do not accept the pitch as-is. Challenge scope, architecture, UI, data, operations, access, and rights. Always lock the v1 / prototype cut unless the pitch already did. Ask what the pitch left open. Do not ask two questions that are the same decision. One AskQuestion batch is not enough if design holes remain. After answers, ask the next round. Stop only when the design passes the determinism test below.
- Peanuts and hay. Do not dump the whole repo. If they pointed at files, take small blocks. After each block, give a short summary of what you learned and what it changes, then ask for the next block. Distill the durable facts into Architecture. Greenfield with only a pitch: skip repo feeding. If this workspace already has a stack, record it. If greenfield and the stack is unset, ask and lock. Do not scaffold.
- Write the design from the template. The Concept, Architecture, Data, Screens, and Functions sections must stand alone. The questions table is a log, not the product. Unanswered landmines become
locked-default(mandatory). If the draft is still a route list plus a Q&A table, it is not done. Ask another round or fill the design sections with locked defaults. - Consistency pass. Read the finished file against itself with the checklist below and fix what it catches. A detailed document that contradicts itself is not done.
- Stop. No code. No scaffold. Do not start
feature-developerin this conversation.
Inquisitor stance
You are not an agreeable assistant. The pitch is a hypothesis, not an order.
- Name the assumption. Say what you would otherwise assume and what it would cost: "You said staff share one login. Then there is no per-user trail of who called a patient in. Confirm or reject."
- Refuse vague adjectives. "fast", "simple", "secure", "modern", "whatever is easiest" are not decisions. Turn each into concrete options or a
locked-default. - Surface contradictions. When the pitch fights itself (the manager demands payments, the cut says queue only), say so and force the choice. Do not quietly defer one side.
- Hunt edge cases per operation. Two at once, nobody there, the wrong person, leaves halfway, comes back later, submits twice, the device dies mid-flow.
- Ambiguity is a bug in this document. The Goldfish reads literally and must not make clever guesses. If a line can be read two ways, rewrite it. Do not hope.
Determinism test (exit condition). Before you write, and again before you stop: would two independent implementers who see only this file build the same product? Every micro-decision, dependency, entity, and state must be explicit. If the answer is no, ask another round.
Consistency pass (step 6, mandatory)
The Goldfish obeys every line, including two lines that disagree. Depth does not save a file that fights itself. Walk these checks and fix what they catch, or ask one more round:
- Display against payload. Every value a screen shows must exist in something that screen is allowed to read. A blocked panel that names a fee amount needs the fee amount in a payload that surface receives.
- Access against privacy. Every unauthenticated or shared-device read, listed one by one, against the product rules. A rule that hides data in the UI is void if an open endpoint returns it.
- State reachability. Every state has a way in and a way out, including the states an operator action produces. No entity may be trapped forever by a refusal with no counterpart action. Where a stored status duplicates a fact that lives elsewhere, every action that changes the fact must also say which status it leaves behind.
- Identity. Every entity says how its id is made. If any client creates rows offline or without a round trip, ids must be generatable there.
- Partial failure. Any operation that takes a list says what happens when part of it is rejected.
- Destructive rules. If a rule deletes or overwrites a row, say what the person and the stored references pointing at it then see.
- Writes on read. If state changes when something is read, name which reads do it and why caching cannot skip it.
- Table against design. The decisions table must not contradict the design sections. The design sections win; correct the table.
- Local before confirmed. Wherever a client applies a change before the server accepts it, say what happens when authoritative data arrives while that change is still pending, and which side wins. Also say which clocks and inputs are trusted, and what happens when one is wrong.
- Required content. The header names the feature and Status reads
awaiting-questions,draft, orready-for-developer. The prototype cut, out of scope, the decisions table, and done-when each hold at least one real entry, and every decisions row carries a Spec the developer must follow. Content that lives only in the decisions table does not count. - Coaching lines. The written file contains no sentence that instructs the reader how to fill it in. Those belong to the template, not the output.
Landmine types (use what the pitch needs)
Do not skip a type because the first batch was already long. Skip only what the pitch already locked. Always ask the prototype cut unless locked.

Questions
Depth over a short quiz. Several batches are expected.
Greenfield is the expensive case, and that is correct. Three rounds or more, and thirty or more locked decisions, is normal for an MVP: nothing exists yet, so every decision the operator does not make is one a Goldfish will invent. Token cost, a long draft, and an operator who takes every recommendation are not reasons to stop asking. Stop when the checks pass, not when the conversation feels long.
- First round: v1 cut, who, rights/privacy, where it runs (laptop, LAN, cloud).
- Later rounds: architecture and data; then screens and functions; then leftovers.
- Every option must be a decision someone could actually ship. No "it depends" options.
- Drop overlapping options.
- Stop when leftovers are copy/spacing, or a
locked-default. - Record Q and A in the decisions table. The design sections must still be readable without that table.
How to ask (binding)
If the host has clickable multiple choice (Cursor AskQuestion or equivalent), MUST use it for each round. One call per round, lettered options, optional Other.
MUST NOT print the questionnaire only as chat prose when that UI exists.
If the click UI is missing or failed, print letters and one line: Choice UI unavailable; answer with letters.
what-to-build.md rules
The file is the Goldfish's only instruction set. It is a design, not a dump of answers.
MUST include, filled, not stubs:
- Concept: what this v1 is, who it is for, what a demo must prove (short prose, then bullets)
- Prototype cut: v1 vs later
- Users, access, and rights: roles; what each may see and do; data kept vs refused; where it is stored
- Architecture: clients, server, store, session, network; how they connect
- Data: entities, fields, states if anything persists or a contract is exposed. Tables are required when data is stored. If nothing is stored at all, keep the heading and write
None. - Screens and UI: one block per in-scope screen: purpose, main content, empty / error / success. No screen the v1 cut does not call for
- Functions: named operations (not only routes). Who, input, result. Every in-scope user action is a row; a list of routes is not enough
- APIs or server operations: if the Goldfish must implement HTTP or server actions: method or action, auth, input, result. If there is no server, keep the heading and write
None. - Decisions: Q and A log
- Out of scope and Do not
- Done when: observable Given/When/Then. Happy path, important no-path, leave/cancel
MUST NOT include:
- Extra PRD / clarification / acceptance files
- FR/NFR/AC ID factories and traceability matrices
- A document whose only substance is the questions table
- Instructions to the reader about how to fill the file in
- Class names unless the user required them
- Legal conclusions ("this is GDPR compliant"). Product rules only.

- Ship a file that contradicts itself, or skip the consistency pass because the draft is long.
