该技能用于管理飞书文档的权限和协作者，通过单一的 `feishu_perm` 工具实现。它默认禁用，需要启用 `channels.feishu.tools.perm` 后才能使用。工作流程包括：先解析确切的文件 token 和类型，然后使用 `list` 查看当前协作者，再进行添加或移除操作。添加时会根据请求选择最小权限，移除时会确认具体协作者和文件。该技能遵循严格的隐私规范，不会仅凭显示名称推断电子邮件、用户 ID、部门或聊天记录，并且只报告权限变更结果而不暴露无关协作者信息。
