What does cs-decide do?
Records finalized technical decisions, architecture choices, long-term constraints, and coding conventions into permanent decision documents (types: tech-stack / architecture / constraint / convention). Triggered by phrases like "record decision", "archive tech selection", "ADR", "record this constraint", "write down the convention", or after a design/analyze phase that yields a finalized choice. Only archives decisions that are finalized; does not archive ongoing discussions.
